To make one of your members a moderator follow this procedure:
In your admin panel click User Admin -> Permissions to start.
Then enter the member's username in the field and click "Look up User" to get to the user permission page.
The lower part of the page allows you to indicate what forums the member will be moderator of. Set the "Moderator status" as desired next to each forum, and then hit "Submit".
Now this person will have moderator powers on the selected forums, and will be considered at the "MOD" level when setting permissions like the ability to delete posts on each forum.
The only way to provide different levels of moderators is by limiting/expanding the number of forums that they are moderators over. For example, one moderator might only have powers (like delete thread, close thread, etc.) in 1 forum, while another moderator might have powers in all of your forums.
